In its memorandum, a demand has been raised to provide adequate budgetary allocation of Rs 5,000 crore for lawyers and litigants’ welfare in order to implement requirements of insurance coverage for lawyers and their families (dependents), stipend for needy new entrants in the bar up to five years of their practice (minimum Rs 10,000 per month) and financial protection to lawyers and their dependents in case of untimely death or incapacitation by reason of disease or accident.

Lawyers have also demanded that such budgetary fund is to be managed by the state bar councils under the leadership of the Advocate General and chairman of the state bar councils, as proposed by the chairman of the Bar Council of India in his letter to the Prime Minister and the ratio to be distributed among different state bar councils shall be decided by the Bar Council of India.
